Almost 30 thousand people were left without electricity in Primorye as a result of bad weather. Freezing rain and strong winds led to accidents in power grids.

Utilities are now restoring damaged areas, but the ongoing precipitation complicates the repair. Freezing rain practically paralyzed Vladivostok.
Fallen trees cut wires, in some places branches fell on cars and blocked roads. During the night, 10 mm of precipitation fell in the city. There is heavy ice on the tracks in places. The city of Artem suffered the most; an emergency regime was introduced there.
